CMA's work included advising the government on mining and mineral sector policy, institutional restructuring and updating legal and fiscal frameworks for the development of the natural resources industries.

In 2005 the Ministry of Energy and Mineral Resources (MEMR) asked CMA to suggest how Jordan’s significant oil shale resources could be developed. CMA's recommendations led to the MEMR developing a strategy, supported by the Government of Jordan and the Natural Resources Authority (NRA), of open bidding for oil shale bearing ground, which came into effect in 2006.
