CMA was contracted to lead a consultancy team, under World Bank funding, engaged in the preparation of an Environmental Management Manual for application across the extractive industries of Romania.

Analysis of the institutional requirements for effective environmental enforcement and the requirements for institutional strengthening and capacity building was an integral part of the project. CMA proposed the definition of “approved practice” based upon the internationally recognised philosophy of Environmental Management Systems (EMS).

The Manual was developed in two parts: a Management Procedures Guide and a set of Codes of Practice. The institutional strengthening task, performed on the basis of questionnaires and interviews, recommended a national environmental qualifications scheme, open both for members of enforcement agencies and for representatives of private industry, policy and administrative units, NGOs and local government administration.

After presentation of the Environmental Management Manual at a major workshop, the relevant ministries are endeavouring to include this documentation within the formal regulatory framework for the extractive industries sector.
