CMA staff directed a major oil shale feasibility study in Morocco (+$15M) The work included exploration drilling, trial mining, mineral processing testwork, evaluation of hot oil shale extraction techniques, full environmental and community appraisals and comprehensive economic modelling.

In addition, negotiations included mineral policy discussions and adjusting applicable legal and fiscal regimes in Morocco. CMA staff oversaw completion of the study as Shell Representative in the office of Bechtel engineers, San Francisco.
