CMA was engaged under World Bank funding to provide a training programme for mine closure and environmental remediation to the Central Group for Mine Closures of the Ministry of Industry and Resources of Romania.

A residential lecture programme was presented in Romania over a period of six weeks, with an intervening period of international study tours for 40 Romanian participants. Primary topics of the lecture programme and workshops included:

  • Mine closure planning
  • Management and implementation
  • Financial management and project cost control
  • Legislative policy and regulatory framework
  • Comparative analysis of international legislation
  • Environmental monitoring and management
  • The role and management of contract works, contract tendering, negotiation and management.

The lecture programme was presented on the basis of Powerpoint slides in bilingual format, with simultaneous translation of the lecturer’s oral presentation. Hard copies of the lecture slides were made available to each course participant and final reporting incorporated a full set of the presentation materials of each of the 55 lectures.

Within the course structure workshops were designed to achieve active participation and role playing by the course members and analytical discussion of best practice, objectives for improved performance in Romania, impediments to implementation and strategies for change.

International study tours were organised on the basis of four tours of nine participants plus interpreter, with the primary focus on practice for underground coal mines in the UK, surface coal mines in the UK, metal mines in the UK and coal and metal mines of all types in Ireland, France and Spain. The site visits included operating mines, mines in the closure process and closed mine sites. Meetings were also arranged with regulatory authorities, local administrations, environmental agencies, mine operators and contractors.
